Rocky View County is exploring whether golf carts could be allowed for short trips on selected roads with a speed limit of 50 km/h and under, in Harmony, Langdon, and potentially other communities.

This initiative was sparked by the Provincial Government's 2024 amendment to the Traffic Safety Act, which established a five-year pilot program permitting municipalities to authorize golf carts on designated public roads. Participating municipalities must pass local bylaws, define eligible routes, install appropriate signage, establish a permitting process, and submit quarterly and annual reports on usage, safety, permits, and public feedback.

On September 17, 2025, Council directed Administration to explore the idea, gather community feedback and prepare a feasibility report by the end of Q1 2026. The County is assessing potential benefits, safety considerations, infrastructure needs, costs, and overall community support.

How Input Will Be Used
  1. Administration will create and publicly share a What We Heard report
  2. Engagement results, along with feedback from the RCMP, research on safety, legal and financial impacts, and practices in other municipalities, will inform the feasibility report for Council.
  3. Council will decide on next steps which could include further engagement, proceeding with a bylaw and route design, or not proceeding.
