About the Project

Rocky View County is updating the Bragg Creek Area Structure Plan (ASP) to guide thoughtful, long-term growth in the Hamlet and surrounding area. This update builds on the Bragg Creek Hamlet Expansion Strategy and responds to key challenges identified through background studies, including servicing limitations, infrastructure costs, environmental sensitivities, and intermunicipal coordination.

Phase 1 Engagement Highlights

Below is a summary of the findings from the first phase of engagement. For a full summary of the engagement, please read the What We Heard Report above.

Participants expressed a strong preference for low-density development that preserves the existing Western, village character and integrates into the natural surrounds. There was also a clear need for diverse housing options as to promote affordability and different abilities.

Participants identified various desired community amenities, including a library, pedestrian pathways/recreational trails, and off-leash dog parks. Improvements to existing trail connections and year-round maintenance were highlighted for recreational opportunities, and while many feel involved in the community, there is an inclination for improved access to recreational opportunities.

Participants provided suggestions on positive environmental impacts included supporting local enterprises, sustainable waste management, clustered business areas, and renewable energy. Needed businesses include restaurants/pubs, grocery stores, and professional services, while winter sports, wellness centers, and short-term accommodations were suggested for diversifying the economy during low seasons.

Opinions on tourism were mixed; while acknowledged as economically vital, concerns on increased traffic, noise, parking impacts, and littering emerged. Participants indicated a desire for sustainable tourism practices to be implemented across recreational and business activities.

Key environment assets in the community were identified, including forests, water, and wildlife. Participants suggested safeguards, including improved waste management, comprehensive FireSmart strategies, development restrictions, and increased education for tourists on human-wildlife coexistence. Safety risks of living close to nature include human-wildlife encounters, wildfires, and floods, with participants advocating for unpaved trails, reduced lighting, and regulated speed.

A Shared Vision

To ensure the plan reflects local values and priorities, the County created a Visioning Committee made up of community members. This group explored the community’s opportunities and challenges and identified five guiding themes that now serve as the foundation for the next phase of public engagement:

  • Community Identity – Maintaining the local character and charm of Bragg Creek while planning for future growth.
  • Inclusive Community – Supporting a diverse range of housing, services, and amenities to meet residents’ needs.
  • Regenerative Development – Exploring sustainable infrastructure that balances environmental stewardship with economic and residential expansion.
  • Sustainable Visitor Economy – Recognizing Bragg Creek’s appeal to tourists while mitigating potential impacts of overtourism.
  • Living with Limits – Respecting the ecological and infrastructural limits of the community to ensure future growth matches the hamlet’s capacity and protects its natural assets.

We are now inviting the wider Bragg Creek community to help confirm and refine these themes. Your input will directly shape the policies in the updated ASP, informing how housing, tourism, environmental protection, and economic development will be managed in the Bragg Creek area for years ahead.
